The OHRC was supposed to be an agency of remedy for people subjected to human rights abuses. Except during the period that Catherine Frazee was Chief Commissioner, and, on some issues, while Keith Norton was Chief Commissioner, the OHRC sat on its hands as thousands of Ontario residents were unnecessarily injured or killed in health care, caused damages in other venues.
