Once Benoit Bouchard was no longer minister, and John Davies had left Health and Welfare, and as Collins was gearing up for an imminent election, the department returned to its previous abusive position, eclipsing the actual history, rights and needs of persons with sensitivities behind a legitimate but separate debate about environmental medicine.
