HWC Joe Losos invites more collaboration

At one time, under Beatty and Bouchard, HWC was very interested to involve consumers in providing guidance on what to do to help consumers. After the 1993 election, this was to disappear, and by 1995 officials were lying about what had been done prior to 1993 and about possessing the legally obligating knowledge on which the work was based.
