Armit was typical of only some HWC managers of the day. She ignored the long history, while children and other people were being unnecessarily injured or killed.

Others in the department were working to stop preventable harm, using the full half of the cup even as debate about the "new" ideas of "doctors of environmental medicine" provided a convenient distraction for public servants who wanted to avoid their responsibilities.
