While Chief Commissioner Max Yalden and others in his office, including John Dywer, had been helpful, abusive attitudes ran rampant amongst CHRC complaints officers. They convinced Chief Commissioners after Yalden to substitute the ideas of doctors of environmental medicine for the actual history, rights and needs of persons with sensitivities.
